Rent relief
Legal Basis:
In accordance with the Ordinance of the Mayor of Radom No. 2351/2017 of June 28, 2017, land lease owned by the Municipality of the City of Radom and the City with district rights with a discount of 99% in relation to the following rate is possible until the completion of the investment, but not longer than 24 months.
Rent rate for individual city zones:
- zone central – 0,95 zł/m2
- zone downtown – 0,85 zł/m2
- zone intermediate – 0,75 zł/m2
- zone peripheral – 0,65 zł/m2
On 21 August 2001, by the Regulation of the Council of Ministers, item 1177 (Journal of Laws 107), the Radom subzone of the Tarnobrzeg Special Economic Zone was established, managed by IDA SA.
Support is provided by the zone manager to an entrepreneur implementing a new investment, which consists in:
- the establishment of a new enterprise,
- increasing the production capacity of an existing establishment,
- diversification of production by introducing new products previously not produced in the enterprise,
- a fundamental change to the production process of the existing plant,
- acquisition of the assets of a plant that has been/would be closed.
For certain types of activities (including production of explosives, tobacco, alcohol, wholesale and retail trade, waste management, construction facilities and construction works, catering services) the decision on support is not issued.
The entrepreneur receives support in the form of exemption from income tax (CIT, PIT), which constitutes regional aid.
In the Radom subzone, the decision on support is issued for a period of time:
- 15 years – in the case of an investment in an area located within the boundaries of a special economic zone (Article 13, paragraph 5 of the Act of 10 May 2018 on supporting new investments);
- 14 years – in other cases.

To obtain a decision on support, in addition to meeting the above-mentioned quantitative criterion, the new investment must meet the qualitative criteria:
- the criterion of sustainable economic development
and
- criterion of social sustainability.

Investment incentives Government grants
Government grants are awarded on the basis of Programme for supporting investments of significant importance for the Polish economy for the years 2011-2030 („Program”) adopted by the Council of Ministers on 5 July 2011 (amended on 1 October 2019).
Form of support
Support is granted in the form of grants on the basis of a bilateral agreement concluded between the minister competent for economy and the investor. The agreement regulates in detail the conditions for the payment of the subsidy, while maintaining the principle that the subsidy is paid in proportion to the degree of implementation of obligations.
Support for
Under the Programme, support for the initial investment will be granted from two titles: eligible costs of creating new jobs and eligible costs of investments. The programme is entirely financed from the state budget.
The program provides support for investments from three headings:
- Support for the costs of job creation (employment grant)
- Support for eligible costs of a new investment (investment grant)
- Support for employee training

Program Operator
The Programme Operator and the authority granting public aid is the Minister competent for economy (currently the Minister of Development and Technology). The Polish Investment and Trade Agency is responsible for preparing and presenting to the Interministerial Team for Investments of Significant Importance for the Polish Economy (hereinafter referred to as the Team) dossier investment projects and the preparation of all documents necessary to carry out the entire procedure of granting financial support.
Each project is subject to individual assessment by the Team, based on detailed criteria specified in the Programme.
The competent body for providing information shall be PAIH Investment Centre (IC).
