INVESTMENT SUPPORT

An entrepreneur who invests in Radom may obtain support (in the form of de minimis or regional investment aid) from the following sources:

  • MUNICIPALITY OF RADOMIA
  • TARNOBRZESKA SPECIAL ECONOMIC ZONE
  • Poviat Labor Office
  • LOAN / GUARANTEE INSTITUTIONS
  • GOVERNMENT GRANTS

Type of support (has various sources and forms) depends on:

- the sector of the economy in which the entrepreneur operates

- the amount of investment outlays

- the number of new jobs created

1. Exemption from property tax for entrepreneurs for the first time investing in Radom:

Based on: Resolution of the City Council in Radom No. 752/2014

- maximum period : 2 years

- minimum investment value: not applicable

- additional conditions: the investment must be completed within 24 months from the date of notification of your intention to receive assistance

2. Exemption from property tax for entrepreneurs investing in the purchase or construction of real estate:

Based on: Resolution of the City Council in Radom No. 570/2017 amending the previously binding act Resolution of the City Council in Radom No. 751/2014

- maximum period: 5 years

- minimum investment value: above PLN 1 million

- additional conditions: the investment must be completed within 24 months from the date of filing with about to seek help

3. Reductions in rent:

Based on: Ordinance of the Mayor of Radom No. 2351/2017 with Annex 1

Pursuant to the Ordinance of the Mayor of Radom No. 2351/2017 of June 28, 2017, lease of land owned by the Municipality of Radom and the City with poviat rights with a 99% discount compared to the below rate, it is possible until the completion of the investment, however, not longer than 24 months.

The rent rate for individual city zones:

- zone central - 0.95 PLN / m 2

- downtown zone - 0.85 PLN / m 2

- zone p intermediate - 0.75 PLN / m 2

- peripheral zone - 0, 65 PLN / m 2

1. Exemption from property tax for a maximum period of 15 years:

Based on: Council Resolution Miejska w Radomiu 137/2015

- maximum period: 3 years (if the taxpayer has created not less than 30 jobs ) or 5 years (for not less than 50 jobs ) and an additional 10 years (if within 30 months since the day the investment started, no less than 200 jobs were created )

- minimum investment value: not applicable

2. Exemption from property tax constituting regional investment aid for an initial investment in research and development works

Based on: Resolution of the City Council in Radom No. 170/2015

- maximum period: 5 years (if the taxpayer has created not less than 5 jobs )

- minimum investment: not applicable

- additional conditions: not applicable

3. Exemption from real estate tax constituting regional investment aid for initial investment for new business activities

Based on: < em> Resolution of the City Council in Radom No. 136/2015

- maximum period: 5 years, if the taxpayer has created not less than 10 new jobs

- minimum investment value: PLN 20 million net

- additional conditions: the investment must be completed within 24 months from the date of notification of your intention to receive assistance and the creation of new jobs must be completed within 30 months > Since the start of the initial investment

4. Exemption from property tax constituting regional investment aid for an initial investment in the field of newly built office buildings

Based on: Resolution of the City Council in Radom No. 698/2018

- maximum period: 5 years

- minimum investment value: not applicable

- additional conditions: the completed initial investment is a building related to running a business, in which at least 3,000 m² of usable floor space are high standard office space and meets the criteria required by the resolution

6. Internship scholarships for university students preparing to take up employment in Radom

Based on: Resolution No. IX / 104/2019 on the award of internship scholarships for university students university preparing for employment in the city of Radom

Financial support in the form of a financial scholarship is granted to students who are preparing to take up employment with an entrepreneur operating in Radom

- maximum period: from 3 to 6 months (once during the entire period of study at the university)

- maximum amount of assistance: PLN 1,500 > gross / month

Regulation of the Council of Ministers of 28 August 2018 on public aid granted to some entrepreneurs for new investments

On September 5, 2018, regulations came into force that allow entrepreneurs to apply for support decisions. Pursuant to the new regulations, entrepreneurs may use public aid offered by special economic zones throughout Poland (also, among others, in areas owned by enterprises), and not only in areas covered by zone borders. Obtaining a tax relief will be possible after meeting two conditions: quantitative criteria (incurring eligible costs in a certain amount) and qualitative criteria (described in detail in the Regulation of the Council of Ministers of August 28, 2018 on public aid granted to certain entrepreneurs for new investments).

Regional aid obtained from investments in the special economic zone is granted in the form of income tax exemption (CIT or PIT). Its maximum amount is calculated by multiplying the so-called aid intensity ratio by the amount of investment outlays or 2-year labor costs. For more information, please visit: www.tsse.arp.pl

The intensity of public aid in Radom is:

- for a small enterprise - 55% the amount of investment outlays or 2-year labor costs

- for a medium-sized enterprise - 45% of capital expenditure or 2-year labor costs

- for a large enterprise - 35% of capital expenditure or 2-year labor costs

This support can usually be provided in the form of referring the unemployed to an internship (the investor concludes employment contracts with these persons) or reimbursement of the costs of equipment / retrofitting created jobs (up to a maximum of 6 times the average salary) on which the unemployed will work . The employment office may also provide support in the form of, among others, referrals as part of intervention works, reimbursement of social security contributions, subsidies for salaries of employees 50+

- Industrial Development Agency SA - among the services offered by ARP ARE are: loans on favorable terms, guarantees, Technology Transfer Platform (PTT) associating donors and recipients of innovations for its commercialization, ARP Venture - a company established to cooperate with the SME sector

- Mazowiecki Guarantee Fund Kredytowych / Mazovian Regional Loan Fund - support for institutions targeted primarily at the SME sector. Mazowiecki Fundusz Poręczeń Kredytowych S.A. offers not only guarantees securing bank loans, but also lease and bond guarantees.   • GOVERNMENT GRANTS

Based on: Resolution No. 60/2016 of the Council of Ministers of June 8, 2016 amending the resolution on the adoption of the development program called" Investment support program of significant importance for the economy Polish for 2011-2020 "

Form of support - the support is granted in the form of a subsidy on the basis of a bilateral agreement concluded between the Minister of Economy and the investor. The agreement regulates in detail the conditions for the payment of the subsidy, while maintaining the principle that the subsidy is paid in proportion to the degree of fulfillment of obligations.

Beneficiaries - entrepreneurs planning investments in the following priority sectors may apply for support:

- sector automotive,

- the electronics and home appliances production sector,

- the aviation sector,

- the biotechnology sector,

- the agri-sector food,

- modern services sector,

- research and development (R&D) activity

In addition, entrepreneurs planning productive investments in other sectors may apply for support , with a minimum eligible cost of PLN 750 million and creating at least 200 new jobs, or with a minimum eligible cost of PLN 500 million and creating at least 500 new jobs (significant investments).

A grant may be obtained from the cost of creating new jobs or from investment outlays incurred.
