Exemption from property tax for entrepreneurs investing in the purchase or construction of real estate

  • maximum period: 5 lat
  • minimal investment value: above 1M PLN

Rent relief

Legal Basis:

In accordance with the Ordinance of the Mayor of Radom No. 2351/2017 of June 28, 2017, land lease owned by the Municipality of the City of Radom and the City with district rights with a discount of 99% in relation to the following rate is possible until the completion of the investment, but not longer than 24 months.

Rent rate for individual city zones:

  • zone central – 0,95 zł/m2
  • zone downtown – 0,85 zł/m2
  • zone pośrednia – 0,75 zł/m2
  • zone peryferyjna – 0,65 zł/m2

Scholarships for university students preparing to take up employment in the city of Radom

Legal Basis:

  • Resolution No. LXX/637/2021 on granting scholarships to university students preparing for employment in the city of Radom
  • Resolution No. LXXXVII/834/2022 amending the resolution on awarding scholarships to university students preparing for employment in the city of Radom

Material assistance in the form of a cash scholarship is granted to students who are preparing to take up employment with an entrepreneur operating in Radom

  • maximum period: from 3 to 6 months (once during the entire period of study at the university)
  • maksymalna kwota pomocy: 1800 zł brutto / miesiąc
  • at least the second year of study
  • the required average of the grades from the exams must not be lower than 3.75

On 21 August 2001, by the Regulation of the Council of Ministers, item 1177 (Journal of Laws 107), the Radom subzone of the Tarnobrzeg Special Economic Zone was established, managed by IDA SA.

Support is provided by the zone manager to an entrepreneur implementing a new investment, which consists in:

  • the establishment of a new enterprise,
  • increasing the production capacity of an existing establishment,
  • diversification of production by introducing new products previously not produced in the enterprise,
  • a fundamental change regarding the production process of an existing plant.

For certain activities (m.in manufacture of explosives, tobacco, wholesale and retail trade, waste management, construction works and works) no decision on support is issued.

The entrepreneur receives support in the form of exemption from income tax (CIT, PIT), which constitutes regional aid.

In the Radom subzone, the decision on support is issued for a period of time:

  • 15 years – in the case of investments in the area located within the boundaries of a special economic zone, referred to in Article 13 paragraph 5 of the Act of 10 May 2018 on supporting new investments;

  • 12 years – in other cases.

Minimum eligible costs of investments in the Radom subzone: PLN 10 million.

Reducing the level of minimum investment costs :

  • for micro-entrepreneurs: by 98% (to the level of at least PLN 200,000),
  • for small entrepreneurs: by 95% (to the level of at least PLN 500 thousand),
  • for medium-sized enterprises: by 90% (to the level of at least PLN 1 million),

and in the case of:

  • so-called reinvestment (m.in increasing the production capacity of an existing establishment): by 50% of the minimum eligible investment costs
  • investments of large and medium-sized enterprises in the scope of services indicated in the regulations: by 95% (to the level of at least PLN 500 thousand)

In order to obtain a decision on support, in addition to meeting the above-mentioned quantitative criterion, a new investment must meet the following qualitative criteria:

  • the criterion of sustainable economic development

and

  • criterion of social sustainability.

Government grants

Investment incentives Government grants

Government grants are awarded on the basis of Programme for supporting investments of significant importance for the Polish economy for the years 2011-2030 („Program”) adopted by the Council of Ministers on 5 July 2011 (amended on 1 October 2019).

Form of support

Support is granted in the form of grants on the basis of a bilateral agreement concluded between the minister competent for economy and the investor. The agreement regulates in detail the conditions for the payment of the subsidy, while maintaining the principle that the subsidy is paid in proportion to the degree of implementation of obligations.

Support for

Under the Programme, support for the initial investment will be granted from two titles: eligible costs of creating new jobs and eligible costs of investments. The programme is entirely financed from the state budget.

The program provides support for investments from three headings:

  1. Support for the costs of job creation (employment grant)
  1. Support for eligible costs of a new investment (investment grant)
  1. Support for employee training

Program Operator

The Programme Operator and the authority granting public aid is the Minister competent for economy (currently the Minister of Development and Technology). The Polish Investment and Trade Agency is responsible for preparing and presenting to the Interministerial Team for Investments of Significant Importance for the Polish Economy (hereinafter referred to as the Team) dossier projektów inwestycyjnych oraz przygotowanie wszystkich dokumentów niezbędnych do przeprowadzenia całej procedury udzielenia wsparcia finansowego.

Each project is subject to individual assessment by the Team, based on detailed criteria specified in the Programme.

The competent body for providing information shall be PAIH Investment Centre (IC).
